تحت شعار " ابدأ العمل " ، عقدت أولى ملتقيات حملة تشغيل شباب الخريجين والتى بدأت فى 25 ديسمبر 2003 وحتى 5 فبراير 2004 والتي تم تنفيذها من خلال ندوات وورش عمل وملتقيات للشباب بعدد من كبري النوادي المصرية العريقة والتجمعات الشبابية تحت رعاية السيد الاستاذ الدكتور/ مفيد شهاب وزير التعليم العالى و البحث العلمي والدكتورة / امينة الجندى وزيرة الشئون الاجتماعية والدكتور / على الدين هلال وزير الشباب ورعاية الصندوق الاجتماعى للتنمية .

آليات التنفيذ تم تنفيذ عرض تعليمي للشباب المشارك عن تحت عنوان " إعداد نفسك لتعظيم فرصة الحصول على عمل " تم تنفيذ برنامج تدريبي فى إطار المشروع الذى تقوده الجمعية لتدريب الشاب على احتراف البيع والتسويق بالتعاون مع خبراء التدريب والبيع والتسويق المصريين ورش عمل مشاريع مشتركة عقدت داخل كل النوادى والمراكز المشاركة ورش عمل لتصميم مشروعات مشتركة صناعية أو خدمية وتدريب الراغبين فى المشاركة فى إقامتها على دراسة الجدوى قدم الصندوق الاجتماعى مجموعة من الندوات لشرح أهداف الصندوق وأجهزته وما يقدم من خدمات متميزة لشباب الخريجين التى تشمل تدريب المستفيدين وتقديم المعاونة الفنية لمشروعاتهم و اتاحة فرص التسويق بالمعارض الداخلية والخارجية وتقديم قروض نتم عرض مميزات المشروع القومي لتأهيل الشباب يساهم فى حل مشكلة البطالة والذى يقدم خلاله للشباب المشارك مائة وخمسون جنيه مكافئة شهرية خلال فترة التدريب لحملة المؤهلات العليا ، ومائة جنيه لحملة المؤهلات المتوسطة وفوق المتوسطة علما بأن مدة التدريب من 3 : 6 شهور ، يمنح المتدرب فى نهايتها شهادة معتمدة ويهدف البرنامج لتدريب 206 ألف شاب على 350 مهنة / حرفة وامتصاص هذا العدد من وعاء البطالة وقد وافق د. سيد مشعل وزير الإنتاج الحربي على توزيع 600 جائزة للمسابقة الثقافية التى تنظمها الجمعية أثناء الملتقيات وسوف توزع فى حفل الختام.

بدعوة من نادى الترسانة الرياضي عقد مهرجان ختام الملتقى الأول وإعداد تقرير. وقد افتتح المهرجان بكلمة الأستاذ / حسن فريد رئيس النادي واستقباله وترحيبه للحاضرين . وقد عرض م. سمير صالح تقرير الملتقى الذى شمل على عدد من الإيجابيات والكثير من السلبيات والتى من أهمها عدم ثقة الشباب لما يقدم لهم عامة وما تقدمه اجهزة الدولة خاصة . وقد كان لوضوح السلبيات وضع خطوات بدء النجاح الأولى ووضع طرق وأسلوب العلاج بمنهج واقعي كخطوة الثانية وإيمان الشباب واقتناعهم به كخطوة ثالثة وأساسية لنجاح العمل . ثم تلي ذلك كلمة برنامج تأهيل شباب الخريجين الذى تشرف عليه وازرة الإنتاج الحربي الذى قدمها اللواء د.م. محمد فكرى حسين ثم كلمة الأستاذ / محمد هانى سيف النصر للشباب واختتمت الكلمات بكلمة من د. على الدين هلال وزير الشباب للشباب وقد شارك فى الحضور ممثلي للجهات المشاركة والشباب . ثم قام السيد الوزير والقيادات السياسية والتنفيذية بافتتاح معرض منتجات الشباب ولقاء مباشر مع الشباب . وقد قدم المهندس الاستشاري يونس سليمان للسيد الوزير نتائج استقصاء الرأي الذى قام به بتكليف من الجمعية عن مشاركة الشباب فى العمل الحر
